I have seen 'Bump' in several messages in several forums.

Why

Is it just to get their message to the top of the list again?

(wow, I feel like such a noob):nono:

Yes. You might also see 'TTT' which means 'to the top'.
You can also answer a question that has already been answered to boost your postcount. :D

But that would be considered cheating. I wouldn't recommend it:D :D

'Bump' usually means the question wasn't answered yet & the original poster wants to get the question back to the top of the list to get more attention. Please don't do this too often, or gratuitously answer questions that have already been answered hours earlier. Thanks.
