Can I client machine do playback without the PVR250 card? I have an application where I don't need recording. Can this be done?

Yes, you can control and stream from your SageTV server without a PVR card in your client machine. You can watch Live TV too from the server.
You just need the an MPEG2 decoder installed.

You'll need to have at least 1 encoder card in your system somewhere. There is no playback without recording it first. Even live TV.

You can only watch one channel per source as well... So if ya have one cable box you can only watch one instance of the channel. Most people with dual tuners in here have a digital cable box and standard cable hooked up to two seperate pvrs.

You can use SageTV as an HTPC frontend/media server without having any capture cards. You can just import all your files into the library and then you can access them on the network with the SageTVClient.
