If Placeshifter clients can connect to the Media Center over a LAN via the servers name or IP address, why can't the same client locate the same server using the Locator ID?
The Media Center can't successfully run its own test for connectivity either.

Locator ID (and the connectivity self test) both use the WAN (public internet) IP address for the connection -- so you will need to have the placeshifter port open and forwarded on your router (either by UPnP or manually).
Using the WAN IP for connections from LAN clients is usually a bad idea, because (depending on your router) the connection will have to go out to the internet and back again, so you will be limted to the bandwidth of your internet connection.
