What do I need to start developing my own plug-in to SageTV.

You need the SageTV Studio app, which is currently only available to a private group of testers picked out by Dan and Jeff. As for when the general public can get access to Studio, that's solely up to Jeff and Dan. This thread (http://forums.sage.tv/forums/showthread.php?s=&threadid=5237) is where the recent speculation on Studio just went on. :)
