Recording Quality doesn't change....? (WinTV-PVR-USB2)

i'm using WinXP SP2, SageTV V4.1.13.87, WinTV-PVR-USB2.

i usually use the DVD ELP quality setting. when i go into the detailed settings to change the recording quality to DVD SP and then manually record a show, the quality settings were not changed. i open the .mpg in media player classic and look at the properties, but the video still has a bitrate of 4500. when DVD SP should be 9600 bitrate. i was previously using SageTV 2.2 and i could changed the settings fine. i uninstalled that and installed SageTV 4 and can no longer change the recording quality.

i have to use Hauppauge Tweaker to change the settings and that takes a little more time.

so how can i have SageTV 4 change the quality settings instead of the tweaker tool?
