SageTV Transcoder syntax for sage.properties file

Where could I get detailed description how can I create custom line in sage.properties file for transcoder/formats

For example, I have made this line for SVCD transcode, but it creates svcd file with variable bit rate, even I pointed vbr\=0 not vbr\=1. I made this line by analog with other available lines and gspot gives me bitrate of the file -1 afterall.
I want just standard svcd with constant bit rate. How can I do it. I couldn't find any info neither in manual or forum.

I know there are command line for transcoder but even there I couldn't find how to set CBR instead of VBR, besides I don't want to use just transcoder seperately from command line.

So, please, help!. What is syntax for transcoder in sage.properties file?
