Feature Req: schedule favorites prior to intelligent recordings

I've set the encoder_merit for my tuners the way I want it. However, there are two things lacking in the scheduling algorithm:

1) favorites should be scheduled to a high-priority encoder before intelligent recording kicks in. As it stands now, I have intelligent recordings bumping my favorites off of the HD tuners.

2) higher priority favorites should get preference on the higher-merit tuners. I guess this is sort of an extension of (1), but it depends on how you look at it.

I can sort of solve this by pegging favorites to a particular channel, but other problems with intelligent recording sometimes trump this, and in addition, it introduces inflexibility into scheduling that would otherwise not be necessary.
