That would go in the placeshifter's properties file in the SageTV install dir's 'clients' subdirectory.
But, there is an option in the UI for animations near the bottom of the Detailed Setup -> Customize list of options. Older versions had the option for fading menu transitions; v6.3 no longer uses those fades, but there are options for the other types of animations. - Andy
