Not to dredge up old trash.. But, I tried this today and it did change the permissions on the hive for me. I ended up running
Code:
secedit /configure /cfg %windir%\repair\secsetup.inf /db secsetup.sdb /verbose
Which solved a problem for me. (I couldn't install flash player)

That command reset everything to default on the hive. Maybe it is both.
