So I can pay them a fee for access to streams that they provide and without subscribing to anyone else? Of course, the answer is "no" which means that they aren't re-distributing anything.

I don't think the Shield is overkill even if you're not gaming on it. Android TV really hums on the Shield so the overall UX is better. It's well supported. And it has hardware decoders for MPEG2...

+1 on updating the Miniclient to bring in ExoPlayer 2.9.0. The last version bump introduced sync/skipping issues that weren't there before in my experience.
