I had the same problem (similar setup) and eventually went to Arcsoft because nothing would allow DXVA with PowerDVD and SageTV Client. I switched to Arcsoft and it works perfectly.

I had this problem and it was due to high CPU load. The codecs I was was using were not using DXVA/EVR/VMR9. I was using the PowerDVD codecs. I switch to Arcsoft codec and hardware acceleration works...
