Since I did both at the same time I'm not sure which change "fixed"...

OK. I'm not clear how merit value is determined.

This is the only log that has any relevant info (that i can determine). Not sure if it sheds any light on the issue.

Thank you. This was quite helpful. I had used Java downloads that i had in folders. Once again, I uninstalled all Java, downloaded 1.8 x64 and all is good.
