cannot get PAL_B Channels or XMLTV to work

I have been trying with various betas to get this working without success.
I am a PAL user in Australia with a PVR 350
WIN TV is working fine, GB PVR is working fine.
Neither Sage recorder or Sage TV ( RC3 .18) is working at all
even with the manual channel setup, there are no channels visible. ( I know the required channel numbers as they are required for GB PVR - the manual channel list in Sage does not even correspond to what is required - the highest channel number required is 191, but the sage list only goes to 150 )
sage recorder with autotune does not find any channels
my sage properties file has been changed to include
61, F_UNI_CABLE, F_OZ__BROAD, PAL_B, // Australia
in mmc/country_code

This is pretty counter intuitive for non-US users... a setup app that gave control over the would be better than trawling through a text doc...

Adding to the woe is my complete inability to get XMLTV to work..
using the instructions here..

I get to the stage where XMLTV is chosen & the app says 'dowloading channel lineup' and does not get any further. The app has not crashed, it just sits there ( I have left it for an hour with out any success ) - by comparison, GB PVR downlaods the XMLTV file (7 days worth ) in about 10 seconds ( there are only a 5 channls of free to air here.. )

From the threads, this program seemed good feature wise but I must say that after trying 1.4 & having the promise of 2.x being a lot easier to use/setup I persevered, but without any joy.

any suggestions ?? any other AUS users having success ??

AIT Radeon 9200 fanless powercolour
Hauppage PVR 350
1.8.22037 drivers

i also had lots of problems getting the xmltv plugin to work

my problem turned out to be that the exerces.jar file was not being picked up, to get around this i unzip the file into the sagetv folder.

also there is a plugin tester program somewhere on the forum that gives good feedback on how far the process is getting ie, it not even starting or the epgdata.xml structure is wrong (this happened to be i was not using the latest version of xmltv)

I'm using Sage in Sydney without any major dramas (except for a cronic lack of decent XMLTV data!).

JavaXMLTV does the job, but it generates a separate xml file for each day - I wonder if it could be fed into sagetv xml plugin?
