epg/download_while_inactive:
This is what allows the EPG to go through it's maintenance downloads while the system is 'inactive'... a concept that I don't think is still (or was ever) in real use. I can find nothing in the code that would actually set the system as 'inactive'. It's possible it is either something very old and not used, or something from google fiber that was added and not purged completely.
mmc/disable_dvbs_epg_data_scanning:
mmc/disable_qam_epg_data_scanning:

These will disable the attempt to get EPG data from the broadcast stream. Something used often in europe, and something american broadcasters barely do, if at all.
epg_data_scan_period:
This is how often it will attempt to get the EPG data from the above mentioned broadcasts.

Is it possible that this was meant to wake the system up to get EPG data if it was sleeping?
