Different QAM reception tuners in 2250

I have a strange issue where one of the tuners on my 2250 gets more channels than the other. I set them up as two independent channel lineups and did a full scan. Tuner #2 gets pretty much all the networks and can tune them all. Tuner #1 detects the channels on the scan, but when I try to preview ABC and FOX on that tuner, it says loading preview forever, which I assume is because there is no signal. The signal strength bar says 100%. Some other channels on that tuner, like CBS and NBC, as well as all other random channels do work. Is this an issue with Sage or my tuner? Does anybody else have this issue? Both tuners tune all the analog stations fine.
