7.0.12 Linux server doesn't recognize ANY tuners!

So i upgraded to 7.0.12 to try and fix an issue i reported with 7.0.10 (the hvr-2250 i have was only seen as ONE tuner instead of two), and low and behold, i get my 6 tuners, but none of them work! The system can't tune to anything and when a channel scan is done it finds no tuners.

What gives? I've opened a bug but wanted to know if anybody else running the 7.0.12 beta has run into this kind of issue, tuners show up but they can't be tuned/ receive a signal.

reverting back to my 6.6.2 works just fine.
