The difference between 4K (even the non-HDR variety) and 1080p is very noticeable for 60fps content, even on a smaller display. You can get 40" TVs that integrate well with living spaces. Of course, if all the 4K content you view are movies and other 24fps-based programming, the 1080p to 4K upgrade will be of less value ...

Why would frame rate have any bearing on whether you could perceive a difference in resolution?

It is not so much the difference in resolution, it's just that the 60fps video is closer to human vision, so the images appear to be more lifelike, whereas even an 8K (or higher?) film-based source still feels like you are watching a presentation. The combination of the resolution and the frame rate pushes the image closer to reality ...
