Since the cableco has to get permission of the local government to put wires up, if you really, really care, you could ask "your" local city hall and see if when they negotiated pole rights, if they asked for anything other than one "Public Education Government" ("PEG") channel for the privilege of putting copper on the poles. (They may have told the cableco that it will need to provide lifeline service, but the cableco may not tell you that if they don't have to.) [Or don't know]
