Hauppauge 500 MCE picture problem

I'm replacing a failing Hauppauge PVR 250 with a 500 MCE, but the recorded programs have 6 horizontal bars of colored noise in the lower 15-20% of the picture. I'm using Win2000, SageTV2.1 and 2.2.2 beta, with a Hauppauge 500MCE and Radeon Vivo. The problem is definitely in the recording, since playback of the problem recordings on any system or media player shows the same problem.

When I use the Hauppauge WinTV2000 app, there is no problem with the picture. But swithing to SageTV, the bars are there. I thought I had solved this problem by installing the 2.2.2 beta. It was fine for several days, but when I rebooted the system the problem came back.

From the symptoms, I suspect there's a SageTV setting that is incorrect, but I've not been able to find it.
Any ideas? This system is definitely unusable as is.

Here's some more info. At the moment, only one of the two tuners is exhibiting this problem. The correct recordings are recorded at 720x480. The incorrect recordings are recorded at 720x576. This is PAL, isn't it? BTW, I'm in the US and recording off of NTSC cable.

Both tuners are set up to record DVD standard play. As far as I can tell, all settings for the tuners are identical. If one is recording in NTCS resolution, and one in PAL resolution, how could I tell via SageTV settings or setup?
