Divx Encoding Problems with sage TV Files

I'm having problems with the quality of my Divx files that I encoded. the source files came from Sage TV 4.1 and my PVR-150 MCE. I can encode the files fine and they play but on any such movement the picture blurs. I know it's probably not a problem with my settings as I had an AIW and the files came out fine. I use zoom player to play the files back and I use Virtual Dub Mpeg 2 to edit and Divx 5.2.1 to encode Sage TV recording quality is set at best and I tried it with it higher and I still had the same problem
So what can I be doing wrong? do I have a setting wrong in sage or Divx?

Usually that is due to an interlacing problem. I'm not sure what kind of compression you are getting when you convert from mpeg2 to divx. I'm converting Sage mpeg2 files to mp4 H264 format high profile avc. It takes longer but the quality is really good and averages anywhere from 3-4 megs/min.
