SVideo Capture card with Hardware Encoder (no Tuner needed)

I want to use a bunch of non-Tuner based Capture cards for aquiring Cable Box AV as well as Security cameras via SVido inputs. The only cards I see posted are ones with Analog Tuners built in (ie HPG 150's). Are there any cards that have Hardware encoders, no-tuners, that Sage currently supports?

Looking for a cheaper way to integrate 6 Security cameras + 2 Cable boxes
