Closed Caption Artifacts in the Middle of Screen: Normal?

I've been using SageTV 5 for few months and it works great with my PVR-250 card.

However, one annoying thing. During playback (not on the static menu), there are bunch of floating white artifacts in the middle of screen (about 1/4 from the top and occasionally 1/4 from bottom of the TV). I think they are related to the closed caption because when I use non-CC decoders (Elecard, SageTV MPEG decoder) they disappear. I was told that the white artifiacts normally shows at the top edge. Is it normal to see those artifiacts in the middle of TV?

I like to have the CC function using decoders like Cyberlink or Intervideo.
