Driver for Theater 550 PRO screws up system login

I have a Powercolor Theater 550 PRO PCI-E, installed in the top slot of my Epox 9NPA+ Ultra. I already have SageTV installed and ready to go. Earlier in the summer I had problems with this card as live TV would freeze after about 10-15 minutes of playback. After some time I gave up due to frustration and am now trying to tackle the issue again, but now with a different problem.

As soon as I install the latest Theater 550 PRO driver from ATI, dated 12/13/06, upon next restart my system hangs for about 10 minutes after I enter my password at the login screen before getting to the desktop. There is little to no HDD activity and it looks like it froze, but if you wait long enough it eventually goes. If you remove the device from Device Manager and restart, the problem goes away.

I can't really think of ANYTHING to try here besides moving the card to another slot, but that doesn't make much sense.

I apologize I have posted about this problem so many times over the past six months or so but I'm having a hard time resolving it.
