shows record but not show up
I changed the location of where it saves the videos to e:\video
exit program and restarted
the files are Now saved in the directory e:\video, I can see them there and they play fine in media player

but Library, TV Library is still empty

how do I fix this?

TV Library shouldn't have anything in it unless you tell Sage to put things there (Options -> Move to Library).

Just the Options Menu (Esc key or right click), it's the context options menu with Details, Additional Airings, etc.
