I use this utility from Shadeblue. I'm using it on WHS, but I cannot imagine why it wouldn't work on Windows7. It doesn't require registering any .dll files or anything like that.

You simply create a one line batch file and create a scheduled event to run when the system reboots. With Vista and Windows7, I believe you can set it to run x minutes after a reboot. You should probably have it run 1 or 2 minutes after to make sure the Sage service is up and running.

With WHS, I cannot set it to run x minutes after reboot (only on reboot), so I added a second line (actually it is the first line in the batch file)....
Code:
ping -n 1 -w 45000 1.1.1.1 > nul
which adds a 45 seconds delay before running the reboot script. This ensures that there is enough time for the Sage service to start. If you don't add some sort of delay, the extender will reboot just fine, but it won't autoconnect because it likely will search for the Sage server before the Sage service is running. Therefore you'll get a "Cannot find server" error on the extender.

thanks.. when I was using this and switched over to my other script I think he didnt support the HD200....

I do want to get a nice RS232 controllable power strip so I can reboot stuff from CQC but for now this is much cheaper and easier.
