HD Cablebox questions SA 4250HDC

So after getting an HD-PVR I have noticed that my cable box outputs 1080i no matter what. I am on Comcast with a SA 4250HDC box. The only menu options I have found that should affect this behaviour has the options of "Fixed, Pass-thru, UpConvert1, UpConvert2" . It was originally set to Fixed which I changed to Pass-thru which I would think would preserve whatever format the channel was broadcast in. However that does not seem to make a difference, everything is still 1080i.

Part of my reason for wanting to change this is so that when the HD-PVR tunes to SD channels that it does not waste space encoding a 1080i signal. Currently SD channels are getting encoded as 1080i.

I forget how it works on that box but you have to run the setup first and select the resolutions you want. I can't remember the buttons but I believe you need to turn the unit off and then hold down the top two buttons on the right side of the display. That should bring up the setup and allow you to select which resolutions you want output.
