FCC mandate for closed captions on PBS?

Here's my local PBS TV station's response to my plea that they get their EPG data sent to Zap2it corrected - it was wrong for weeks (and still often has incorrect episode titles). They say the noon slot was "blank"; indeed it arrived here with the prior show name, not blank. Maybe the EPG systems cannot cope with an empty show ID.

Note the mention of an FCC mandate...

Thank you for writing to us. I am writing to confirm that the schedule you
are seeing is now correct where 12:00 PM is concerned. When we submitted
our March schedule to the various listing services, we did not know what we
would be airing at noon once the pledge campaign was over. We had been
airing "California gold" in that time slot, but had to replace it due to a
new FCC mandate that all programs must contain closed captions. Thus, the
noon time slot was deliberately left blank in the schedule that we submitted
to the listing services. This should all be corrected now. If there is
still a problem, please let us know.
