where do I change video_buffer_size ?

hmm, I am not sure, I would imagine it would be an entry on the client side but what the default buffer? whats the format? how about limits? I realy would like to set it high just to avoid this choppy video... I dont care to wait longer to start watching, it just does not make sense to me how it works. Using ftp I get such much higher utilization rate on my link between home and work but with the laceshiffter it just does not take advantage of the extra pipe that I have... I did notice that when thee is more utilization on my network at work then it gets more choppy so I did try to play with Quality controll settings on my cisco switches but it does not seem to help much...
