Can't enable 3D Hardware Accel Radeon 2400HD

I can't seem to enable 3D Hardware Acceleration.
I have an ATI Radeon 2400HD AGP with DVI to HDMI cable going to 1920x1080 LCD TV.
VRM9 on
When I click 3D Hardware Acceleration, it goes back to Disabled. I don't get a chance to click FSE.
I've tried the original ATI drivers on up through 8.1 (using AGP enabling hack here) I also did the visual improvements script that modifies the registry. That helped with the picture, but still no acceleration.
Currently on SageTV 6.3.8 but have always had this issue.. just getting tired of it.

I see you are running an AGP card. Run DXDIAG and check the Display tab. I wouldn't be surprised if all the items under "DirectX Features" are disabled/unavailable. If they are, you need to reinstall the drivers.

I've had problems with every AGP Radeon from the 8500 to the x800 giving me grief during driver installs/upgrades. 3/4 of the time the AGP interface isn't detected properly and the drivers force a 2D-only compatibility mode. Sometimes reinstalling the drivers with the installer works. Most of the time I had to go into the device manager, right click the display device, and force a manual driver change.
