Technically, mpeg-3 didn't exist. It was originally meant to handle HDTV quality signals, but they realized that Mpeg-2 handled it fine, so the mild changes that was going to happen in mpeg-3 was rolled into mpeg-2. If you meant mp3, generally, the one in windows is fine and should work by default.

If by chance, you meant mpeg-4, well, then there's the issue of what are you trying to play. Divx and Xvid is MPEG-4 ASP, and h264 is mpeg-4 AVCas well For windows, the popular ones are Core AVC, FFdshow tryouts, and Divx 7.

Oh? Ignorance shining bright tonight!

I am just looking at GraphEdit at an AVI file and was looking at the filter of choice -- IIS Fraunhofer Geshellschaft v1.5. I know there are a million filters one can use and was hoping someone had something good to say about a particular one.

Overall I'm working on tweaking the system for best playback.

About Fraunhofer IIS

Founded in 1985, the Fraunhofer Institute for Integrated Circuits IIS in Erlangen, Germany, today with 585 staff members, ranks first among the Fraunhofer Institutes concerning headcount and revenues. As the inventor of mp3 and co-inventor of the MPEG AAC audio coding standard, Fraunhofer IIS has reached worldwide recognition.
Probably can't get much better than the creator of the format either. Maybe not.
