Z Offset not working in tables?

Don't know if it is suppose to but say I have code like so

PanelWidget-
-data
-TableWidget
-TableCellWidget
-Panel Widget
-If evaluation
>-panel1
>-panel2
>-panel3

etc etc

All items are on the same layer but z offset is having no effect on panel1,panel2 etc etc should it not?
