Fixed it
Not sure why but when I removed the Blackbird Card form the #1 slot (next to the APG slot) to the last slot, rebooted the hardware installer noticed that I moved it and reinstalled all the drivers for it. Now it looks like all is well.

From what others have been saying around here, it was probably sharing its IRQ with the AGP card & moving it resolved that. It has been suggested not to place your encoders next to the AGP card.

Depends on the sysbrd I suspect. I have a PVR250 next to the AGP slot, not much choice, PVR250 in all 4 available PCI slots! (1 slot with RAID controller, and it won't fit physically in the slot next to the AGP do to depth of 3ware 4in3 HD cages.) Should also mention I have the 250 next to the AGP slot as my highest priority, first used, encoder. No problems...
