TBS6205 can't get all 4 DVBT tuners working with same frq file

Hi

I am doing a fresh install of sagetv 9 on windows 10. I have a TBS6205 quad tuner DVB-T2 card and am using schedules direct via native sdepg.

After I downloaded the channel lineup and scanned all 4 tuners to create 4 different .frq files I noticed that one set of 2 tuners had the channels in one order and the other set of 2 tuners had the channels in a different order. This was causing channels to work ok on one set of tuners but not on the other set. All 4 tuners are sharing the same lineup.

e.g. ITV3

tuners 1 and 2:
CH:13 onid:9018 tsid:12294 sid:16048 frq:506000000 band:8 ctrl:1 #:ITV3

tuners 3 and 4:
CH:6 onid:9018 tsid:12294 sid:16048 frq:506000000 band:8 ctrl:1 #:ITV3

same tuning data but different order. So I decided to copy the .frq file from tuner 1 into tuners 3 and 4. But now tuners 3 and 4 give no signal when tuning ITV3 - they were previously tuning channel5+1 instead.

Any ideas why tuners 3 and 4 won't work with the .frq data from tuner 1?

I have attached some logs if that helps diagnose the issue
