What would be the easiest or best way to:
* In near real-time, convert my TS recordings to something more universally playable. Preferably, the AC3 5.1 would be maintained or converted to equivalent surround channels. * Then share/expose/publish them so they will be accessible over HTTP/HTTPS .

The built in SageTV transcoder can convert to MP4 which should be fine. Or you could run a process with SJQ to use Handbrake to convert to whatever you want.
The second question is more generic to any file, not really to Sage. But why not use Plex or something like that so that you have a better UI rather than just a file browser.
