Sure, that's possible. Just put a check under BeforeMenuLoad in the Main Menu such that the first time that menu is loaded, it does a SageCommand("Live TV").
If you're a Studio newbie looking for detailed instructions on how to actually write the code and package it as an STVI, such questions probably belong in the Studio forum.
