Video border issues / not filling up tv screen

Hi, im running SageTV 5 on my htpc through S-Video to my Sony TV. My tv tuner card is a hauppage pvr 150. The only problem that I am having is that I cannot get it to fill the screen. There is at least an inch of black space on either side of the picture and at the top there is a constant line of grey/white "flickering". Also, the left side has a purplish line which is constantly there. I am attaching a picture to better illustrate all of this. As far as fixing the issue goes, I have tried to adjust the "fill" settings from 4 x 3 to fill and whatever other options were there. I also went into the initial setup options and tried adjusting the screen location but to no avail. Please let me know what else I should do to fix this. thanks

When viewing Windows' desktop and not SageTV does it fill the entire screen?
If it does, in SageTV you need to adjust the aspect ration settings in Detailed Setup -> Multimedia. Keep increasing the percentages until it fills the screen.

If it doesn't fill the screen, you need to adjust you video card's overscan settings.

You need to enable overscan on your video card's drivers.
