DVD Playback issues after Clean install

Recently I had to do a complete reinstall of windows due to a corrupt archive during a restore operation. I have just installed Sage 6.3.10 I use Power DVD 7 for video codecs, AC3 filter for Audio, And ATI 8.4 hotfix drivers for my AGP 2600 pro.

Now here is the meat of the issue, with either my old ripped DVD's or those from disk, sage kicks outh the following error:
sage.PlaybackException: ERROR (-7,0x8): This DVD cannot be played due to region restrictions.

Now Power DVD, and Nero have zero issues with these same files, or disks.

Anyone have an Idea where I went wrong?

System Specs as of current:
(Due to ATI's unwillingness to fix AGP support I will be upgrading soon)
Intel 2180 Pentium Dual core processor
2GB DDR Ram
Asrock 4Core Dual SATA-2 Motherboard
Visiontek 2600 Pro AGP, 8.4 Hotfix drivers, (prior I was using 8.1, or 8.2s)
The usual suspects (HD DVD, DVD ROM, HDD'S (Several) )
and 2x HVR-1600

And to think all this could have been avoided if my backups were not corrupt, possibly a bad drive.

A good rule of thumb I use is always install your favorite decoder last. Why? Last one installed usally becomes the default. Make sure in Sage in Detailed setup and under DVD that you have specifically chosen the Cyberlink decoder. You may have Cyberlink set for your video codecs but you need to specify them for the DVD also.

I made sure Cyberlink decoders are the default in windows, Sage has Cyberlink decoders set for both video, and DVD. I have tried region free material, regular DVDs all I seem to get is errors.

Regular DVDs I get a Macrovision, or CSS error, but Power DVD, and Windows media player pick it up just fine. I have a few more experiments to try, but at this point, I may just have to re install sage and see if that fixes it.

Just for grins and giggles reboot the whole server and try playing it again.

I am at a complete loss now. I was able to do this last week before my tweaking nature got the best of me, and my backups were corrupt.

I am now able to play any actual DVD through sage, but if I have the VOB files on the hard drive, which I do as a matter of routine for my library, (much easier than digging for the physical media) I get the region restriction error in Sage, but Both Nero Showtime, and Power DVD 7 will play the files without complaint.

All the files are marked as region free, or for all regions. Now actual DVDs marked the same way will play, just not files on the drive.

Tried that, re installed PDVD, etc.. etc... no joy.

I guess when I get the time I shall re install SAGE. I wonder if my issues are as simple as I deactivated UAC this time around because I find it annoying, and not worth my time.

When I get a moment I will post a copy fo a sage debug log, maybe someone can make sense of it.

I have tried installing an older version of Power DVD, re installed sage, but I did not delete the folder before re installation, so i am not sure if some remnants are mucking things up.
