IR200L not blasting 3 and 7

Hi. I am have been using the IR200L with Sage for several years. I recently upgraded my OS to Win 7 64 bit, and since that change, everything else works fine, except the IR200L. It tunes my set-top box to all channels except 3 and 7 or any combination of including 3 and 7. All other channel digits work fine - such as 11, 12, 14, 15 etc, but 3, 7, 13, 17, 23, 27 etc dont get tuned. 13 tunes to 1 and 27 tunes to 2 etc. I have tried to retrain the blaster many times ... it always says code learned, but does not blast the correct code. I use a PVR150 with an MCE remote ... but I assume that has no impact on the operation of the IR200L.

Any advice on what I can do? Are there any config files that I can check? Is there a way to know what the blaster is doing when it gets the 3 or 7 code - is it blasting noting or a wrong code.
