Text Entry Not Working On Laptop (Client or Placeshifter)

I have a strange problem that I have never seen in the past. I had to reinstall the OS (Win7) on my laptop (which I have done before on various laptops), and after reinstalling Client and Placeshifter I am unable to enter text in any order that is usefull. I have never seen this. If I just type I get 12345678901234567890 etc. no matter what keys I hit (letters or numbers). If I change the text entry mode (Ctrl + S) I get 1ADGJMPTW 1ADGJMPTW etc. when I type, which if you notice is the first letter of each set of characters for the entry pad. It does not matter which key I hit it continues in the pattern (letters or numbers). Which leads me to the fact I am unable to type text for anything that needs text entry since the patters just repeat no matter what key I hit. Any ideas how to fix this. I tried reinstalling the OS and starting over, but that did not fix it. Very, very strange. Is there a way to fix this, or is this a bug and I should report it. Oh, I am running 7.1.7 Server, Client, and Placeshifter.
