How can I post a screen image from a MPG file?

I would like to post a screen image of a bug I have encounted. I tried making as short of mpg file as possible but it was too big. Can anyone provide any information about how to get a JPG image from a mpg file? I do not want to have to buy any tools so looking for a free method.
Thank You

I did that a while back. WinTV lets you take screen shots, but I could not locate them anywhere. I thought they were put in a specific location, but went into the configuration and could not locate any parameters for such a location. I just double checked, it looks like winTV lets you make snapshots but only keeps while it is active.
