Frustrated with USB UIRT and DISH 311

I have the latest trial version of Sage TV loaded and everything is working great I just can not get my USB-UIRT to transmitt a signal to my Dish 311 in order to change the channel so that I can record a show.

I have gone into "setup video Sources" and set the tuner control to USB-UIRT. I programmed in the infrared code and it says that all of them checked ok then went to test the codes and they will only work if I put the USB UIRT 2 inches away from the Dish 311!!!!. However when a channel is needed to be changed to record a show on a different station Sage TV does not tell the USB UIRT to transmitt the loaded signals even when 2 inches away. In addition is there anyway I can not have the USB-UIRT further than 2 inches away so I can use it as a reciever.

Dishnetwork with Dish311 receiver (yes standard def but before I go HD I wanted to test the SD out first to see what I am getting into)
USB-UIRT with addition 56KHz IR sensor
SageTV V6.4 Trial

As I was doing more research I found someone with a similar problem but no one ever followed up with a fix.

I suspect that I need to manually input the remote codes into the USB UIRT or SAGE TV but not sure where. Here is the data from a previous post I just need to know what file this gets put into.

You'll need to change the part to match your file name (eg 211 in the first one)

BTW, those are my codes and I think everyone who has used them has been successful, but there may be an option to tweak some of the settings in the first line and maybe the repeat count to get better or faster results.
