Skipped frames when watching videos

I upgraded to Windows 7x64 and SageTV 7 from win XP x32 and SageTV 6, and ever since I've upgraded I've noticed that I get the occasional missed frames in my videos. It is very slight, almost like it's skipping 1 frame or so, but it seems to happen every couple of seconds, but it is slightly random. I noticed that my processor was maxed out, so I upgraded to a newer proc, and now my proc is normally around 38% for a single core, and the missing frames got better, but it's still there. The proc usage doesn't seem to spike when the frame skips, so it doesn't look like a proc problem any more. Before I was using the Nvidia pure decoder on Windows XP x32, and now I'm using the the default decoders that come with SageTV and Windows 7. The missed frames seem to happen on both SD and HD material, and it doesn't seem worse on HD material. All media that I'm watching is on the local drives so nothings going across the network. Also I'm not doing any other activity while I'm watching videos, so it's not like somethings happening in the background.

Any ideas on how to fix this or trouble shoot this to narrow down the problem?

I'm including my system information below:
Video Card: Nvidia 7600 GS - Driver Version 257.21 (latest as of 7/16/2010)
2 Gigs of Ram
Processor: AMD X2 3800+
OS: Win 7 x64 fully updated (This was a fresh install so no upgrades or anything like that)
Hard Drives: 64 Gig SSD as OS Hard drive
2 500 Gig drives as media storage drives, not in any array, just 2 normal drives.
No Anti-Virus

You could be getting dpc latency.

Or issues with harddrive.
