What's the current state of Sage 9 on Windows
I see a few sticky threads (Rebuild sage.jar, VS2015 build, SageTV Windows EXE files) but I don't know what is the most up to date info. If I want to start playing with Sage V9 on a Windows machine - where do I start?
Do I still just do a V7 install and overwrite the jar file?

The most up to date method of installing v9 on Windows should still be the FAQ for that question. If not, let me know and I'll update that FAQ. Edit: updated the link to the latest core jar and STV files.

If you use any plugins, you may want to install those before updating the .jar and .exe files. I had some difficulties with the comskip related plugins. I had to re-install SageTV 7.1.9 from scratch, then install the plugins then perform the open source update, otherwise the plugins did not work.

Thanks Andy - I was assuming that the FAQ was just for Linux as that seems to be where the bulk of the discussion is these days.
