6.3.9 Stuttering HD with hardware acceleration VMR9

OS; Vista SP1 32bit basic
Graphics card; HD 2600 XT
Graphic Drivers; Cat 8.2
Codec used; Cyberlink PowerDVD
CPU; E6600 2.4 GHZ
Ram; 3G DDR2 800MHZ
Motherboard; Gigabyte P965-DS3
Audio device; 2 High Definition Audio devices listed location 0 & 2.
Audio codec; FFDShow
Sage configuration; VMR9
Sage Video selection; Default
Sage Audio selection; Default
Display resolution; 1920 X 1080
Display connection; VGA to Sony XBR3
Sources; PVR-150 (SD cable), 2ea AverTV M780 ATSC OTA HD channels

Problem;
Trying to run VMR9 and have closed captions from cable tuner (PVR-150) and OTA HD channels. CC is working but dropped frame rate is between 10% and 50% of total frames. If I turn hardware acceleration off in Cyberlink codec, Sage has ZERO dropped frames. Same graph that Sage is using, plays in graphedit (with CC) with hardware acceleration enabled and has zero dropped frames.

Nevermind, Problem solved. Edit not solved, came back.

Back to the basics;

Updated Audio drivers, Chipset drivers, and Lan drivers from motherboard manufactuer's website. (Vista had previously installed the drivers automatically)

Stutter is gone !!!!!!!!!!! (Edit Stutter is back).

EDIT = Spoke too soon, evening HD ASTC broadcasts brought back the stutter...

Set audio codec to Default, and raised FFDshow audio merit. Was using Cyberlink audio.
Not zero dropped frames, but very very low. Like 8 frames for 5 minutes.
