hauppauge 2250 volume still low

Hi, I just built a new server with 1 Hauppauge 2250 and Vista. All works well except for the volume. I read a few threads and I installed the ac3filter.net and in their config tool I turned up the volume all the way. This helps the sound but now I get snow audio when no show is on, basically its turned up too much. The Hauppauge tweaktool site is no longer available and I am out of ideas.
If I play old shows previous to the new server, they sound great. Live tv and any recording on made on the new server is low by about 40%. I have checked the 'line in' and turned those up but still no joy.
I am using Directv and capturing compisite video with sound....
Oh, and this is NOT SPDIF. This is just 2 speaker out to the tv. ( i have not tested any other configuration)
Any advise would be appreciated, my wife is not happy.
