I had the same problem:

http://forums.sagetv.com/forums/showthread.php?t=52049

I eventually got it working by using LM DVB Smart Recorder, but it was a huge headache getting it all set up. It would be so much easier if these tuners worked properly in Sage.

Try this driver

Try the driver on the url below :-

http://download.sage.tv/users/qian/7...howCapture.dll

Stop the sage service, rename your existing driver file and copy this one into its place.

Now add your video source again and scan for channels. Note this driver is for version 7.0.23

Thanks for your help, Oddity. I followed these steps and now it doesn't recognize my tuner at all. Previously it would show up as "AF9015 BDA Tuner" or something like that. Now, when I go to set up a new video source, there's nothing to select. (I verified that I can still see all of the channels using the ScanChannelsBDA-UK utility, so I know that the proper device driver is installed.)

This may actually be a good sign since my tuner is actually AF9035-based rather than AF9015-based (see the thread linked in my post above) - maybe Sage now correctly recognizes my tuner as AF9035. But I guess it just confirms that these tuners aren't supported in Sage.
