Plugin/method to get China's CCTV streamed to SageTV?

I have an older relative I adore coming in to stay with me for a while to take advantage of the cheaper and high quality medical care offered here. He watches a ton of CCTV (Central China TV) on his Dish subscription in the US. Specifically CCTV4, but the other channels too.

I am a cord cutter and hate the local cable monopoly (who is the only one to offer a paltry few CCTV channels) and to sign up with them is a mandatory 2 year contract.

CCTV is a free government TV network like BBC or PBS. There should be a way to do it but I have no clue how. I know its a long shot but does anyone have this setup? If not, anyone have any ideas? I can speak Mandarin but reading is another story all together, so surfing for an answer via biadu is beyond my abilities.

To add a little more detail, this is CCTV4's stream: mms://cctv-live-cctv1.wm.llnwd.net/cctv_live_cctv4 or here: mms://72.166.136.132/cctv4-200 according to the net, but I am unable to get these links to work. This link works: tv.cntv.cn/live/cctv1.

I've got no clue how to proceed. Thanks again!

Edit: Just found an XBMC addon which does what I need: http://forum.xbmc.org/showthread.php?tid=64250. Anyway to get this to work with SageTV?

I think you're looking for the WebFeedEncoder plugin. It essentially turns a web feed (basically, any stream that VLC can play) into a channel in sage.
