Support for IPTV and chromecast
How complex to implement both of 2 features?
This will allows 2 things to use google chromecast and tvheadend

IPTV support is already in SageTV...there's been a MulticastCaptureDevice class for a long time. BUT it only supports unencrypted content of course.
For Chromecast...it won't really work because it doesn't support MPEG2 video....it only supports H264/VP8 codecs.

Well...that's not the type of IPTV I was referring to.
With what you reference..it doesn't support that directly, but you can probably extract elements from that one by one and get them integrated into the online video section I think. I don't recall exactly how that was all setup anymore.

It's not documented anywhere because it was never used outside of commercial customers. The one in the open source code will just receive from multicast addresses...it won't do anything regarding communicating with those other apps to actually coordinate sending of them though, so it's likely not useful for that kind of application.

OpenDCT will not do playlists or HLS. It's in the release notes for "Generic HTTP" support. It currently only supports streams that are MPEG2-TS, so if the links within that file point to a TS source, you could create a capture device for each link.

You can adapt the directions from this post under the header Tuning a Channel (OpenDCT IPTV HDMI Encoder). You would just plug in the URL from the playlist and leave the tuning_executable and stopping_executable properties blank.
