Online Services Volume Control

I cannot turn the volume up past half way when using the remote or key commands for “all online files” eg. News, Google, and YouTube. What did I do to try and resolve this issue?

1st - I backed up the entire Drive using Ghost.
2nd – I reformatted the C Drive
3rd – I reinstalled Vista Ultimate – (FRESH COPY)
4th – I updated vista using Microsoft update.
5th – I downloaded the current video card drivers and installed them
6th – I downloaded the current SageTV - V6.4.8 and installed it.
7th – ran the SageTV program and navigated to the Online Services and attempted to play a random ( Google video, YouTube video, and a news video ) while adjusting the volume using the [Ctrl]R and [Ctrl]E keys and the volume will still not rise above half way.
8 – I set up sage to use the USB UART and programmed volume control and navigated to the Online Services and attempted to play a random ( Google video, YouTube video, and a news video ) while adjusting the volume using the remote and the volume will still not rise above half way.

Can anyone help me… ANYONE…? ANYONE..?
